Zoltan Somogyi a13a6d0f97 Carve hlds_proc_util.m out of hlds_pred.m.
compiler/hlds_pred.m:
compiler/hlds_proc_util.m:
    As above. hlds_proc_util.m now contains utility predicates
    that most modules that import hlds_pred.m don't need.
    (More than four times as many modules import hlds_pred.m
    as now import hlds_proc_util.m.)

    Conform to the changes above.
