Add ho_solns test. Turn on this and some other tests.
tests/hard_coded/Mmake:
Turn on `ho_solns', `write', `write_reg1', and `expand' tests,
the current compiler passes all these.
tests/hard_coded/ho_solns.exp:
tests/hard_coded/ho_solns.m:
Test use of higher order solutions, mode-checking of equivalence
insts and deep_copy of closures (the last only in non-.gc grades).
