759f1b544e Add a cast from uint32 -> uint64. 
library/uint32.m:
   Add the function cast_to_uint64/1.

tests/hard_coded/Mmakefile:
tests/hard_coded/uint32_to_uint64.{m,exp}:
   Add a test of the new function.
