Put related predicates (as best as I can tell) next to each other,
and put the groups of related predicates into a meaningful order.

In the Mercury standard library, every exported predicate or function
has (or at least *should* have) a comment that documents it, including
the meanings of its arguments. About 35-40% of these modules put `'s
(left and right quotes) around the names of the variable representing
those arguments. Some tried to do it consistently (though there were spots
with unquoted or half quoted names), while some did it only a few places.
This is inconsistent: we should either do it everywhere, or nowhere.
This diff makes it nowhere, because
- this is what the majority of the standard library modules do;
- this is what virtually all of the modules in the compiler, profiler,
deep_profiler etc directories do;
- typing all those quotes when adding new predicates in modules that
follow this convention is a pain in the ass; and because
- on many modern terminals, `' looks non-symmetrical and weird.
Likewise, the comment explaining a predicate often started with
% `predname(arguments)' returns ...
This diff deletes these quotes as well, since they add nothing useful.
This diff does leave in place quotes around code fragments, both terms
and goals, where this helps delineate the boundaries of that fragment.

Switch from using set(prog_var), which is represented using set_ordlist,

This diff yields about a 5% speedup when compiling the training_cars_full.m
stress test, but also about a 1% slowdown on tools/speedtest. Both of these
are with the current default state in which tree_bitset is compiled with
a whole bunch of sanity checks. If these are disabled, we get roughly a 1%
speedup on tools/speedtest. I intend to disable those sanity checks after
a shakedown period of a week or two in which the updated version of the
compiler is installed on our platforms.

Provide a mechanism for collecting statistics about tabling operations,
and provide a much more convenient mechanism for resetting tables.
Since it would too complex to do this while preserving the capability
of setting --tabling-via-extra-args to no, eliminate that capability
and the option. That option was useful only for measurements of the
performance boost from setting --tabling-via-extra-args to yes in any case,
so users lose no functionality.
Previously, the only way to debug the low level details of the tabling
mechanism was to build a runtime with a specific C macro (MR_TABLE_DEBUG)
and link with that runtime; this was cumbersome. Change that so that
every one of the debuggable tabling macros has a bool argument that says
whether debugging is enabled or not. The compiler can then set this to
MR_TRUE if the new option --table-debug is given, and to MR_FALSE otherwise.
If set to MR_FALSE, the C compiler should optimize away the debug code,
with zero impact on program size or speed.
Since these changes to macros require nontrivial bootstrapping, which we don't
want to do unnecessarily, modify the interface of the tabling macros as
required to support size limits on tables. This diff also implements the
parsing of size limit specifications on tables, but does not implement them
yet; that is for a future change.
To make the syntax simpler, this diff deletes the free-standing fast_loose_memo
pragma. The same functionality is now available with a fast_loose annotation
on an ordinary memo pragma.
Make a bunch of changes to improve readability and maintainability
in the process. These mostly take the form of renaming ambiguous and/or
not sufficiently expressive function symbols.

argument controls whether we are computing statistics (and if yes,
where do we put it), and a third argument controls whether we maintain

containing calls to these macros are compiled, we pay the space and
time cost of debugging, statistics gathering and the maintenance of
back links if and only we need the revelant functionality.

naming scheme MR_table_*, the new ones are named MR_tbl_*.

Fix one of the problems that is currently preventing the
compiler from building on hosts that compile with
intermodule-optimization enabled.
library/robdd.m:
Do not inline foreign_procs from this module that refer
to declarations that are only locally defined, such
as MR_ROBDD_NODE_TYPE. Otherwise, the foreign_procs
may be opt_exported and the compilation of any module
that opt_imports them will fail because the local
declarations from library/robdd.m are not visible.

Add this module, which provides a Mercury interface to the C code in
robdd/bryant.c. In some places, robustness has been sacrificed for
speed, and the module is not (yet) as well documented as it could be;
therefore it is not (yet) included in the documentation.
library/pprint.m:
Print robdds nicely, since this is essential to debugging code handling
robdds. (This is why adding robdd.m in some other directory, e.g. the
compiler, wouldn't really work.)
library/term.m:

New file. Includes a mechanism to compile bryant.c in the robdd

#define GC_I_HIDE_POINTERS before each #include of gc.h (bryant.c
hides pointers). This impact of this #define is so small that it is
not measurable.
