Trail segments have been the default in trailing grades since Mercury 20.06.
Delete the trseg grade components and --trail-segment option since apart from
acting as synonyms for the tr component and --use-trail option repsectively,
they no longer do anything.

Add a special linking exception to the LGPL.

Clean up some minor errors that have accumulated in copyright

Add a module that provides Mercury-level access to the function trail to the
extras distribution. This module was originally written by Mark Brown as part
of the G12 platform's common library. This verison has been lightly modified
to remove some G12-specific stuff.

Wrapper module to ensure that we get the correct library name.
