Remove RPM spec file and scripts.

The RPM spec file now lives in the `packaging' repository.

tools/build_rpm:
tools/invoke_build_rpm:
	Delete these files.

.gitignore:
Mmakefile:
compiler/notes/release_checklist.html:
	Remove all evidence.

	Delete outdated instructions for building Debian packages.
